In my book, depending on the sort of election at issue, I prescribed Approval Voting or SNTV, the former, largely because it relies on the cardinality of an approval. I note that in your scenario, it may be that more than one candidate is approved, but it also may be that none of them is. I think that matters. SNTV, of course, can only be used for multi-seat elections, and, in addition, requires a fairly radical reinterpretation to avoid the dangers it has been pretty famous for. But it still seems to me to have virtues that a bunch of other comonly proposed alternatives lack.
